Seminar: Building the new rural development program and sustainable poverty reduction in the Northwest

On 11th Sep. 2015, the VNU University of Economics and Business (UEB) coordinated with the Central Economics Committee held a seminar themed "Orientation and Policy Recommendations for Building the New Rural Development Program and Sustainable Poverty Reduction in the Northwest during the period 2016-2020".
The seminar is part of the national research project "Study the appropriateness and effectiveness of implementing the National Target Program in the Northwest", chaired by Dr. Nguyen Quoc Vietnam - Dean of the Faculty of Development Economics (UEB) and Dr. Vu Ha Cuong - Deputy Director of Department of Locality (Central Economics Committee).
Attending the seminar, there were representatives of the Department of Locality, the Department of Agriculture and Rural Development and Department of Social Services (Central Economics Committee); experts, scientists and policy makers from central ministries involved in the construction and management of the National Target Program (NTP) as well as managing agencies of the New Rural Development Program, especially the Committee of Ethnic Affairs, Department of Labour, Department of Agriculture and Rural Development of the Northwest provinces.
At the seminar, Dr. Nguyen Quoc Viet on behalf of the research team presented the main findings of the research as well as policy recommendations for building the New Rural Development Program and Sustainable Poverty Reduction in the Northwest to strengthen spreading effects and effective implementation of the two programs in the period 2016-2020.
After the report of the researchers, participants at the seminar lively discussed the orientation and policy implications of the research. Mr. Tong Thanh Binh - Head of the Ethnic Committee of Lai Chau province made some suggestions on how to implement the NTP in villages and communes in Lai Chau in particular and the Northwest in general, in the context of missing coordination and unclear managing role.
Besides, the recommendations of the research group on training of personnel to improve effective implementation of the NTP in communes and villages were highly valued. Dr. Vu Ha Cuong - Deputy Director of Department of Locality appreciated the practicality of the proposal to review the overlap of the National Target Program following bottom-up approach, therefore, making adjustments to the program in the next period.
Mr. Hoang Dinh Vinh - Deputy Director of the Department of Agriculture and Rural Development agreed with the findings of the study and pointed out the difficulties and problems in implementing the new rural development program between provinces in the Northwest with Central Highlands and the South West.
The comments and discussions were valuable in helping the research team finish the final report - research product to be submitted in November.
