International seminar "Global FDI and improvisation of FDI enterprises in Vietnam in the new context" with more than 350 guests attending in both online and offline formats. At the seminar, researchers, policy makers and FDI enterprises together made an extensive analysis and assessment of the impacts of the new context on global FDI, as well as the improvisations of FDI enterprises. With a profound internationality and orientation to solving problems of the world economy during the COVID-19 period, the series of seminars and talks of the Faculty of International Business and Economics has provided many policy advices. important. These pervasive advice helps Vietnam in particular and the world in general to increase the resilience of the economy and quickly recover in the new normal.

Firstly, in order to attract FDI and support Vietnam to recover to the new normal, Vietnam needs a strategy and action plan associated with reforming the investment environment, specific policies and institutions. For the Government, it is necessary to renew the policy framework on investment incentives with outstanding and competitive incentives, creating favorable business conditions to attract strategic investors, corporations. multinational investment to locate and establish research and development (R&D) centers and innovation centers in Vietnam. Actively monitoring and assessing the trend of FDI and technology flows into Vietnam to be able to select and attract suitable investment projects is also a point to pay attention to in the coming time. For businesses, there should be solutions for FDI enterprises to implement social responsibility for employees when participating in new generation FTAs ​​in Vietnam through capacity building of employers and employees. and strengthen the skills of practicing social responsibility for employees…

Second, Vietnam needs to promote the greening of the economy. In order to green the economy, it is necessary to raise awareness and make a drastic change in action on green growth for leaders at all levels in State management agencies, sectors, localities and businesses. It is necessary to realize that approaching green growth is not only integrated in development decisions but must be considered as a unified whole with components of sustainable development. Mobilize domestic and international resources, strengthen international cooperation to attract foreign direct investment capital in the main fields of green growth such as clean energy, agriculture, industry, consumption... Especially In particular, it is necessary to attach importance to financial resources as leverage. For businesses, in order to go green, businesses need to clearly identify challenges and opportunities, ensure compliance with environmental regulations, innovate technology and improve production efficiency, arrange restructuring, limiting the development of economic sectors that generate large waste, cause pollution, degrade the environment, use resources economically and efficiently, and form a team of "green" entrepreneurs of the country.

Third, Vietnam needs to move towards digitization of the economy. To move towards digitization, the Government needs to develop and perfect institutions, laws and policies to create a framework for the development of the digital economy. Establish a specialized, competent and highly responsible institutional agency in the development of the digital economy, usually under the Government with the participation and coordination of relevant ministries and sectors. Strongly reform administrative procedures such as simplification, digitization, electronicization, transparency of information to support people and businesses. Focus on developing e-government, e-banking, e-transaction and e-commerce. For businesses, businesses also need to actively integrate digital technology, promote the development of production and business solutions based on digitization; business model optimization, efficient use of intelligent supply chain; Leveraging digitization to promote participation in global value chains.

Fourth, for Vietnam and businesses to overcome the crisis from the COVID-19 pandemic and take advantage of development opportunities, the development of e-commerce is essential.

For the Government, the Government needs to make efforts to perfect the legal framework and effectively implement tax policies for e-commerce activities. Increased investment in science and technology is needed to modernize and synchronize digital technology. Human resources to serve in this field need to be properly invested and trained, improved skills in using technology, and at the same time able to improvise to any situation occurring in cyberspace. Along with the expansion and application of technology, the Government needs to take measures to create software to protect the privacy and information of users, as well as policies for handling when there are any components. infringing and abusing technology to gain profit and endanger the development of commercial and business activities on digital platforms.

For enterprises, businesses need to act quickly in the application of digital technology and always have a backup plan in maintaining production, ensuring the supply chain to be proactive in all situations. It is necessary to research and apply new business models such as sharing economy model, affiliate business model... with the help of technology to help businesses refine business plans and capture market needs.

Fifth, need the application technology into commercial activities and promote digital trade facilitation. To do this, Vietnam needs to develop a clear framework of digital facilitation measures in trade to ensure their effectiveness and feasibility in the process of application and implementation. These measures need the coordination and participation of all parties involved in international trade activities, from import-export enterprises to state management agencies of exporting and importing countries, the Linkages between governments are also essential.
