Objectives:

- Systematize general theory on methods of economic loss valuation due to environmental events in general and oil spills in particular.

- Introduce and analyze valuation methods applying popularly in the world, describe the process, the implementation mode, advantages and disadvantages of each method. Hence, accessing the application ability of methods on loss valuation actions of resources and marine systems in accordance with current economic, social and technical conditions in Vietnam.

- Collect and integrate data of local and international research on economic loss valuation due to environmental events in general and oil spills in particular, the methods which have been applied in some impacted countries by oil spill like Spain, Portugal, U.S, Japan...; the advantages and disadvantages of each applied method in each country.

Main contents:

- Marine system is special environment goods which has huge economic values, including use-value and non-use value. The exploitation and transportation of petroleum have become a great threat with the environment in general and with marine system in particular. The oil spills have become environmental disaster with serious loss.

- In order to evaluate these losses, we can use the methods of loss valuation with various techniques. In current situation of Vietnam, the selection of applying the effective and feasible methods has to be analyzed carefully.

- Valuation actions on resources and marine system loss in Vietnam are infant. Thus, the analysis and studies on international experiences are indispensable. The applied valuation methods in some countries which have been impacted seriously by oil spills like Spain, Portugal, U.S., Japan…also its pros and cons in each country will be precious lessons with local valuation actions.

Obtained results:

- To make clear on basic and scientific theory on resources and marine system value, the techniques which are used to evaluate resources and marine system value, impacts of oil spills

- To identify and to make clear on elements affecting the economic loss level of oil spills in specific conditions.

- Systematize the valuation methods which are being applied popularly in the world, describe process, the implementation mode and make clear on advantages and disadvantages of each method.

- Analyze application ability of methods on resources and marine systems loss valuation actions in accordance with current economic, social and technical conditions in Vietnam.

- Introduce and accumulate international experiences on loss valuation on resources and marine system by oil spills.
