In the thesis, the financial management of public non-production agencies with revenues in general and the public universities in Vietnam in particular was assessed. A lot of similar experience from several countries around the world was discussed too. The financial management of the Hanoi Commercial University was examined. To help the University to renovate and strengthen its financial management in the current conditions, the author proposed a number of solutions.
