11. Summary of the new findings of the Thesis:

- Theoretical aspects: The thesis comprehensively systematizes on local public debt theory in relation to national public debt and decentralizes state budget between central and local governments. The thesis examines the experience of local public debt management in several countries and its lessons for Vietnam.

- Practical aspects: The thesis has analyzed and assessed Vietnam‘s public debt in general and local public debt in particular in the period of 2003 to present. The thesis also proposes solutions to strengthen local public debt management at provincial level in Vietnam until 2025.

12. Practical applicability:

The results of the thesis may contribute to solving practical problems of public debt management in general as well as local public debt in Vietnam for sustainable debt management and provincial economic development.

13. Further research direction:

I expected to continue my research on models for assessing the impact of local public debt and public debt as well as the factors that affect the sustainability of public debt management.
