On November 29, 2021, the People's Committee of Lang Son province in collaboration with the Institute for Economic and Policy Research, University of Economics and Business, Vietnam National University, Hanoi and the FNF Vietnam Foundation co-organized the International Conference "Development public-private partnership to build Lang Son Geopark".
The conference was organized in
the form of face-to-face collaboration with several international organizations
in Vietnam. Mr. Duong Xuan Huyen, Standing Vice Chairman of Provincial People's
Committee, Head of Steering Committee for Construction of Provincial Global
Geopark chaired the Conference. Professor Andreas Stoffers, FNF Vietnam Country
Director and Associate Professor Dr. Pham Bao Son, Vice President of Vietnam
National University, Hanoi co-chaired the conference. Attending the Conference
were leaders of departments, branches, People's Committees of districts;
representatives of experts, researchers, corporations, tour operators inside
and outside the province.
The conference
focused on discussing two contents: Introduction of the planning project of
Lang Son province; solutions to promote advantages and connect the development
of tourism - services and sustainable indigenous livelihoods, preserving
heritage, geological values , and environmental resources. Accordingly, Lang
Son Provincial Geopark stretches into 5 districts: Bac Son, Binh Gia, Van Quan,
Huu Lung, and Chi Lang, with an area of over 3,840km2, a population of over
375,000 people; accounting for 46.3% of the area and 48.1% of the province's
population. Lang Son Geopark has very rich potential, with many cultural
values, geological heritage, and biodiversity; especially the system of caves
and valleys, creating a majestic natural landscape.
Speaking at the
conference, Professor Andreas Stoffers, Country Director of the FNF Foundation
Vietnam and Assoc.Prof.Dr. Pham Bao Son, Vice President of Vietnam National
University, Hanoi, representatives of the co-chair, affirmed that the
construction of parks not only brings great scientific and educational value
but also promotes the development of geo-tourism models and sustainable
economic activities. With the public-private partnership (PPP) model in the
construction of geo-parks, it will allow better screening and selection of
partners; improve efficiency and sustainability in the delivery of public
services.
At the conference, experts and scientists had
discussions to share experiences related to the construction of Geoparks and
the development of public-private partnership partnerships.
Regarding
experience in implementing plans to build Geoparks associated with a
public-private partnership, Director of Center for Karst and Geoheritage,
Vietnam Institute of Geosciences and Minerals Do Thi Yen Ngoc said that Lang
Son needs to build a Management Board that is strong enough, empowered, and
managed effectively; have signed public-private partnership agreements with
several private enterprises wishing to participate in the process of building,
preserving and promoting heritage values; at the same time, organize
conferences and seminars on tourism promotion, international cooperation and
participate in activities of the global network of geo-parks of UNESCO.

Regarding the
management of geological heritages combined with sustainable economic
development, Associate Professor, Dr. Vu Van Tich, Head of Science and
Technology Department, Vietnam National University, Hanoi shared, Lang Son,
needs to study and research more on the protection of limestone areas to
preserve the culture of ethnic minorities most effectively and uniquely so that
there is an area where people can "live from tourism".

Regarding the
content of protecting and promoting the cultural values of the geopark,
Associate Professor, Dr. Nguyen Van Hieu, Vietnam National University, Hanoi,
said that the diverse cultural practices and traditions, the rich identity of
ethnic communities living in the parks such as local ethnic communities and
ethnic minorities in Bac Son district are heritages that need a protection
plan.
The conference
received many comments, sharing, and useful experiences from scientists,
experts, agencies, and organizations on development opportunities,
organizational methods, and solutions to implement a successful geopark model
under the public-private partnership model.
Speaking at the
conference, Mr. Duong Xuan Huyen, Standing Vice Chairman of the Provincial
People's Committee, Head of the Steering Committee for Construction of a Global
Geopark in Lang Son Province highly appreciated the comments and sharing of
scientists. , experts, organizations, enterprises; At the same time, he hopes
that domestic and international agencies, organizations, enterprises, and
corporations will research and implement cooperation in investment, funding,
and implementation of research, embellishment, conservation, and restoration
projects. , raising public awareness about heritage, geopark, building tourism
infrastructure... contributing to the province's construction and development
of Lang Son geopark, towards the goal of "Preserving cultural
heritages" sustainable use of natural resources and mitigating the impacts
of climate change in association with rapid and sustainable tourism
development”.
