II. Major research orientation:
Based on 5 years of development experience (2008 - 2013) as a pilot and has achieved some initial successes and drawn some lessons on implementation organization, the Research on “Macroeconomics and macroeconomic policies in the international integration condition of Vietnam” was expanded and redesigned in four major contents, corresponding to four objectives of the program, as follows:
- Research modern macroeconomic theories and analytical tools in Vietnam conditions.
- Research modern macroeconomic problems of Vietnam in international integration context associated with economic structure changes.
- Research macroeconomic policy operating mechanism, solution tools and contents of macroeconomic operation polity in an open economy conditions of Vietnam.
- Training researchers, masters and experts, building and developing strong research groups, establishing modern macroeconomic research network.
III. Research activities in the last 5 years
As mentioned above, overall goal of key research Program “Macroeconomics and macroeconomic policy in international integration condition of Vietnam” is to meet urgent requirements of society - economy development situation of the country. Thus, products of the program derive from specific targets. With 6 specific targets (as defined in Section 5.2), the program has a multiproduct system. In general, these products can be generalized into several groups as follows:
1. Scientific published products
Major published products include:
- Vietnam’s economy annual report
- Monographic books
- Research articles published on national and international reputable journals, particularly in the list of publications ISI, SCI, Scopus
- Periodic reports per month, quarter, semi-annual
- Working Papers system
2. Policy consulting products
Group of Policy consulting products will mainly include:
- Forecasting reports
- Urgent policy consulting reports.
- Regular policy consulting report
3. Training products
Group of training products will mainly include
- 100% Research programs have training courses for PhD and Masters.
- Theory of researchers will be updated.
- Knowledge of researcher about Vietnam macroeconomic situation will be improved
- Short-term training programs to enhance capacity of researchers and lecturers and students.
- Database is research materials collected during the implementation of topics under the Program.
- Number of professors and associate professors who are members of research group increase when they have chance to instruct graduates and fellows.
4. Products of enhancing researching potency and building researching network.
- The research group is comprehensive at macroeconomics and macroeconomic policy under Vietnam National University, Hanoi.
- Network of research institutes and think-tanks regarding domestic, regional and international macroeconomic.
- National/international and regional workshops.

V. Experience in developing strong research team
One of the onset of the program’s aims is to improve macroeconomic study capability in research group as well as lecturers of VNU University of Economics and Business. The products of research group have significantly distinguished from application researches of institutes/organizations under Ministries / Institutes
In terms of research capacity, this is a strong research group due to the below reasons:
- The research group gathered a group of very experienced economic experts that had abroad comprehensive training or trained in the very prestigious post- graduate universities in nation. 100% researchers can effectively communicate and study in English, Japanese, Chinese, etc).
- Members of research group often have information exchange activities, attend workshops, research with the first-ranked foreign organizations.
- Expand international cooperation with network of macroeconomic experts in region and over the world, network of institutes, universities in ASEAN, China, and developed countries (America, European, Japan, etc).
In term of member of research group: many experts have undertaken very important positions in macroeconomic planning authorities such as, Central Theoretical Council, the Vietnam’s National Assembly on Science & Technology and Environment, National Financial Supervisory Commission, national financial policy- currency council, Central Institute for Economic Management, etc. Those are the very first-ranked macroeconomic experts in Vietnam as they have witnessed every small change in national macroeconomic policy. The consultation and judgment of the expert group can orientate the studies of program to be suitable for the planning, operation, supervision and evaluation of macroeconomic policy in Vietnam.
With a strategic vision, VNU in recent years has focused on increasing in values of science and technology, improving the quality of education, strengthen the competitive factor both in terms of national and international; promote the development of VNU and research team. Therefore, the research team is created the most favorable conditions for the program "Macroeconomics and macroeconomic policies in the context of Vietnam international integration”. That will be implemented in long-term and at the highest level.
This would be the long-term demand in the future with the detailed and urgent requirements. Therefore, "macroeconomic and macroeconomic policies in the context of Vietnam international integration” would be most concerned and long-term program of social economic planners because the program sustainability roots in urgent need of Vietnam in the long term future.
Vietnam economy and macroeconomic management are facing the big challenges. Those challenges root in following causes: (i) Vietnam economy is transformed; (ii) Vietnam economy is developing (iii) The economic transforming progress is drawn with the economic globalization. While Vietnam economy is slow and needs to be in profound renovation.
Economic University and VEPR in VNU have strong study capability and experience in bidding and deploying national study program. For that reason the research team could carry out in very favorable condition with best support.
VI. Recommendation, proposals to develop strong study team in VNU
- To carry out key research program, it is necessary to have strong research team. This team includes scientists who have the same specialization, the best studies and training programs, high quality products, meet the requirements of advanced universities, be capable to be main factor or cooperate with other research teams and international and national researcher network for study program.
- To avoid scattered and insignificant studies, the research team needs to be oriented and focused. Besides, VNU should implement the financial autonomy in research program with key programs, new inspection and evaluations to improve responsibility of research team and consulting expert.
