Launching seminar of research project at the Northwest

On 13 March 2014, launching seminar of project entitled “Review and assessment on the conformity and enforcement of the National Target Program in Northwest in 2001 - 2015” was held for the research team and experts to discuss and decide relative research contents.


Attending to the seminar were members of the research team, experts from the Central Institute for Economic Management, the Party’s Central Office of Economy, Department for Drug-Related Crime Prevention and Control - Ministry of Public Security, the People’s Police Academy, representative od Northwest Steering Committee and faculty members of VNU University of Economics and Business.
Opening the seminar, Project Manager Dr. Nguyen Quoc Viet expressed his thanks to the enthusiastic support of the participants, the coordinating agencies and presented an overview on the project. In which, he clarified the objectives which was to develop scientific base and methods to evaluate the conformity and enforcement of the National Target Program (NTP) regarding to the Northwest natural and economic characters. Thereby, the team decided research scope and the topic approach in detail.
Northwest is a large area with 12 provinces and the NTPs for the Northwest deployed up to 16 programs. Therefore, to achieve the research objectives as well as follow up the the schedule and resources available, the team are surveying five existing NTPs in the Northwest include poverty alleviation and vocational training; climate change and environmental protection; culture, society, national security and defense; medical, health, population and family planning; and new rural construction.
The project was expected to apply both qualitative and quantitative methods. In addition to the collection of secondary data, the project also used methods of survey approach and sampling techniques, which were applied for two key provinces, Lai Chau and Ha Giang.
Afterward, Dr. Tran Thi Thanh Tu presented on the planning implementation include specific contents, quality requirements and deadlines, which help the project be carriedout systematically and on schedule.
The participants at the seminar discussed about relating topic such as how to carry out the sampling in such a large area as the Northwest, the review and assessment for the whole region or sub-region, etc. In particular, Mr. Le Viet Thai (the Party’s Central Office of Economy) said that until September or October 2014 there should be a preliminary assessment and short proposal to the government on the suitability of the NTP with socio-economic characteristics of the Northwest, suggesting the deployment of NTP for the coming period…
After two hours of hard work, the seminar successfully closed with informative and helpful experience related to the subject. The research team and participants also reached the final agreement on the research content, approach and schedule in the coming period.
On behalf of the research team, Dr. Nguyen Quoc Viet thanked the experts and delegates for their ideas, expecting to receive further contributions from experts and researchers for the project. Besides, he joped that through the cooperation, the VNU-UEB would strengthen the tight relationship with other institutes and research centers.
