- Research purpose: On the basis of current situation analysis and assessment of the human resource development for state management on standards, metrology and quality in Vietnam through time, the Author proposed some solutions for the development of which human resource meets the requirements of market economy development in the context of international economic integration.
- Research object: Human resource development for state management on standards, metrology and quality in Vietnam, namely: Current situations of human resource development for state management on standards, metrology and quality in Vietnam; Policies, solutions for human resource development for state management on standards, metrology and quality in Vietnam.
The methods used: document study, survey based on questionaires and in-depth interviews, analysis, synthesis, seminar, discussion and consulting experts.
- The author collected domestic and international scientific studies on human resource development for state management on standards, metrology and quality in Vietnam, set up assessment criteria of human resource development for state management on standards, metrology and quality in Vietnam in terms of quantity, structure, quality evaluation, management, environment creation for human resource development for state management on standards, metrology and quality in Vietnam.
- Evaluate the current situations of human resource development for state management on standards, metrology and quality in Vietnam based on assessment criteria.
- Group of solutions for developing the quantity of human resource and ensuring the appropriate structure;
- Group of solutionsforimproving the quality of human resource;
- Group of solutions forimproving policy mechanisms of human resource development for state management on standards, metrology and quality with 10 specific solutions.
In above mentioned solutions, firstly, priority should be given to solutions for human resource development for state management on standards, metrology and quality; then, reviewing, transferring and restructuring the human resource of state management on standards, metrology and quality between state management sector and career and technical services; finally, solution for improving the quality of human resource of state management on standards, metrology and quality, developing and implementing training programs to enhance knowledge of state management on standards, metrology and quality. This solution needs to be implemented frequently and strictly.
In order to make these solutions feasible, it is necessary to clearly understand the importance of state management on standards, metrology and quality for socio-economic development of the country in the context of State governed market economy; additionally, the financial conditions must be ensured for implementing the solutions. If doing so, the human resource development for state management on standards, metrology and quality will meet the requirements of socio-economic development, international integration, society equality and ensure the customers’ benefits./.
