Among those witnessing the signing ceremony between the two members of the national universities were Prof.Dr. Dao Trong Thi - Member of Central Party, Member of Permanent National Congress, Head of Committee of Culture, Education, Youth and Children, Former Director of VNU; Assc.Prof. Tran Chi Dao and Assc.Prof. Nguyen Tan Phat, former Deputy Minister of Education and Training Ministry, former Director of VNUH, Assc.Prof.Dr. Phan Thanh Binh, Director of VNUH, Prof.Dr. Mai Trong Nhuan, Director of VNU together with Deputy Directors, Heads of functional departments, authorities of Members of the two national universities.

This agreement is a specific step to realize Memorantum of Cooperation between UEB - VNU and FOE - VNUH signed on June 12^th 2007 aiming at creating a unified syllabus between the two units of the national universities, thus allowing students being transferred between the two. Thanks to this, students of either UEB - VNU or FOE - VNUH are enabled to study certain subjects at the other in order to make the most use of study condition and time at university.

This event marks evidence for a further important step in cooperating activities conducting directly among Members of the two national universities in particular and the national universities themselves in general, at the same time specifying the aim of cooperation in credits training programme, enabling the unified education to be approved in the two.

According to the agreement, UEB - VNU approves study results of subjects in the standardized syllabus of credits programme in FOE - VNUH; vice versa, FOE - VNUH approves study results of subjects in the standardized syllabus of credits programme in UEB - VNU. The two also agreed unpon subject list for the standardized syllabus in credits programme which consists of 14 subjects, 3 credits each.

The agreement is valid in five years since the school year 2008-2009 and extendable upon the unanimity by the two parties.
