In economic restructuring process of Hanoi, developing service sector is in concern. In his paper, Prof. Son has stressed, "Service of Hanoi’s economy should be associated with the services of the entire economy. Hanoi needed to develop five important connections with the outside. They are connections in terms of information, traffic, knowledge, culture, and finance. Each connection requires the development of the respective service sector. Accordingly, four services should be set in priority are air services, education services, financial-banking service and tourism services.
Regarding the development of specific service sectors, in his report “Ha Noi tourism: towards sustainable development”, Prof. Ha Van Hoi believed that tourism of Hanoi has particularly important position in national and regional levels; its competitiveness is also gradually improving. Therefore, adjusting tourism development to ensure sustainable economic, ecological, social and cultural environment is a strategic and long-term task of Hanoi”.
